The Opportunity
OPB is hiring a Director of People and Culture. We’re seeking a skilled Human Resources professional with a people-centered approach to the HR discipline; who is comfortable working in a dynamic environment and has a strong grasp of change management.
Our people strategy involves focusing on each employee’s experience. We’re wise stewards of our resources and maintain legal and regulatory compliance. OPB’s People and Culture team is in a time of transition. We have spent the past two years identifying the work needed to move us to a more data-driven culture. For the next several years, we will be developing and implementing new programs and systems that allow us to pivot as organizational needs evolve. We will be doing this while keeping current programs and systems working until they’re no longer needed. We are looking for a People and Culture Director to join us in leading this work while advancing a culture of inclusion through all phases of the employee life cycle. The ways in which this position can have an impact at OPB are endless.
Position Details
This position, along with the rest of OPB’s People and Culture team, keeps racial equity and inclusion central to our work at OPB, knowing that work done through an equity and inclusion filter holds both institutional and cultural change. We are learners in this space and People and Culture is a key leader in OPB’s equity journey.
This position oversees employee experience during all the stages of the employee life cycle (attraction, recruitment, onboarding, development, retention, and separation) for the staff of OPB. They build efficient programs and systems to carry out OPB’s guiding principles, People Strategy and philosophy, while ensuring compliance with all laws and regulations. They identify gaps in existing programs and resolve those. In all work, they build structural inclusion.
Supervises
This position plans, assigns and approves work; responds to grievances, disciplines and rewards, recommends hiring, hires, recommends salary adjustments, prepares and signs performance reviews and leads project teams for up to three employees.
Responsibilities
80% – Oversee and improve employee experience during all the stages of the employee life cycle (attraction, recruitment, onboarding, development, retention, and separation). Oversee two Generalists carrying out this work. More specifically:
• Employee experience and engagement, including training for staff and people managers, professional development, performance management, mentor programs.
• Recruitment and attraction oversight, including hiring priority setting, candidate attraction planning.
• Benefit program oversight, including working to ensure OPB’s benefits meet our employees’ needs.
• Oversee review and updating of OPB’s people policies through our equity filter.
• Implement compensation philosophy and strategy.
• Manage external resources (consultants, benefit broker, coaches, etc.) engaged to carry out some of this work.
• Fostering and modeling an appreciative work environment that results in a positive employee experience.
20% – Serve as a second level of problem solving and support to Generalists, particularly regarding employee and labor relations. Assist with developing processes and tools that equip the Generalist team to handle most issues.
10% – Collaborate with People and Culture team and other departments to identify, prioritize, and address organizational challenges that impede OPB’s efforts to become a modern, inclusive, equitable, employee-focused employer.
Working Conditions
This position works a hybrid schedule (onsite and remote), typically during OPB’s business hours (Monday through Friday, 8am to 5pm), building relationships with our staff. There is extensive use of a computer. This position must be available to staff who work weekends, overnights, etc. Some regional travel to other offices located outside of Portland (Corvallis, Bend, Ashland, Salem, Vancouver, etc.) is needed. Attendance of national conferences and meetings as needed.
Minimum Qualifications
● A total of five years of experience in human resources, particularly experience in attraction, recruitment, onboarding, development, retention, organizational equity and inclusion work, change management, organizational development, and/or employee relations. Relevant college coursework may be substituted for a portion of experience.
● Demonstrated experience and/or commitment to equity.
● Must be a person who is willing to be a part of an equity and inclusion learning community as OPB continues to grow and transform.
● Must be able to develop and implement effective strategies and programs to enhance employee experience in each stage of the employee life cycle.
● Demonstrated skills and passion for communication that builds community.
● People management experience.
● Ability to communicate effectively in writing and in person across a wide range of situations from large/small, external/internal stakeholder group conversations to sensitive one-on-one discussions.
● Must be well-organized, detail oriented, and able to exercise management-level decisions independently.
● Demonstrated ability to lead, inspire, and work constructively with colleagues in a creative, collaborative multiple-department, multiple-project environment.
● Ability to manage change and facilitate collaborative processes.
● Demonstrated proficiency working with database, spreadsheet, word processing and other software programs.
● Demonstrated willingness to share the work and share leadership.
● Knowledge of laws, regulations and emerging policy related to HR.
● Enthusiasm for working in public media, and dedication to providing high-quality HR services to a public service organization.
Preferred Qualifications
● Compensation analysis skills
● Labor relations experience
● SHRM-CP or PHR
Additional Information
• This position reports to VP, People and Culture and is benefits eligible
• The probable hiring range for this exempt position is between $100,000 and $110,000 annually, depending on qualifications.
