Twin Cities PBS has an immediate opening for a full time Manager, Broadcast Engineering to manage engineering department who configure, maintain and operate a diverse array of file-based and live-streaming video production, distribution and database management systems. The manager position is a non-union role but will be leading and working with a team of union members.
MAJOR AREAS OF POSITION RESPONSIBILITIES:
Department Management:
* Lead a team of union engineers who manage all engineering aspects of the technical facility including studio support, post editing systems, field production support and transmission of live/taped events & programs.
* Design and document technical facilities; keep documentation up-to-date.
* Manage the technical operations, installation and utilization of station equipment.
* Analyze discrepancy logs and equipment incident reports, identify areas where performance or processes need improvement.
* Organize and schedule media engineering personnel activities to support the technical operation and performance of the stations, as well as establish and maintain technical quality standards and best practices.
* Communicate with leaders regularly regarding engineering updates and process. Work with appropriate leaders to plan installation of any equipment that may impact production or workflows.

* Secure and manage relationships with third party vendors.
* Oversee budget management for department, order parts and materials when needed.
Strategic Leadership:
* Lead the development of long-range facilities plan for Engineering and oversee the management of projects to insure that investments are optimally targeted to meet the strategic goals of TPT.
* As a broadcast technology expert, provide strategic partnership to departments who rely on technical facilities and services.
* Maintain knowledge of industry standards and practices.
* Present and review new technologies with Senior Management.
* Participate in state and national committees in order to better position TPT as a national and regional leader, gain insight into and provide guidance for national developments, and maximize opportunities for partnerships and grants.
Risk Management:
* Manage the technical integrity of the stations through the development and execution of a preventative maintenance program and timely, efficient response to daily defective systems reports and Production Department requests.
* Manage root-cause investigations, identify and implement recommendations to strengthen the control environment.
* Create service level agreements with internal customers, balancing acceptable risk tolerances with cost of service.
* Maintain documented disaster recovery procedures, initiating regular tests to ensure staff are trained and procedures are adequate.
Regulatory Compliance:
* Ensure that overall performance of station equipment and long-term technical performance of the station and meet Federal Communications Commission (FCC) requirements, station requirements and all other appropriate licensing authorities.
* Monitor and ensure compliance with applicable FCC Rules and Regulations and maintain all pertinent and FCC required documentation related to the facility
REQUIRED QUALIFICATIONS:
* Professional experience in video systems engineering including: knowledge of video, audio and captioning file formats; associated transcoding systems; video streaming compression systems; RF broadcast systems; as well as PC and Macintosh computing platforms.
* Ability to manage projects encompassing hardware, software, and user systems including professionally document and installing those systems.
* Strong creative technical analytical and problem-solving skills.
* BSEE, BS-Information Technology/Computer Science or ASEE and/or equivalent relevant Broadcast experience.
* SBE Certifications and Computer Networking certifications (Comp TIA+ or CCNA), desired.
* Minimum of 10 years in Broadcast Television engineering with a 24x7x365 engineering team.
* Minimum of 3 years experience working with a union engineering team, IBEW preferred.
* Minimum of 3 years in Broadcast Engineering management, preferred.
* Minimum of 3 years of transmitter experience, preferred.
* Some nights and weekends may be required for business needs.
