The Opportunity

We’re hiring a Generalist! OPB is looking for an HR professional to join our People & Culture team. We’re looking for a big-picture thinker. Someone who sees the value in creating processes and procedures to help build efficiencies where possible, while simultaneously keeping a people-centered approach to the work. This position is great for someone who has experience recruiting and has a skillset around other areas of the HR discipline and seeks to further hone and develop those skills.

This position will report to the People & Culture Director (P&C) and will work closely with other People & Culture colleagues including another Generalist, the Compliance Reporting and HRIS Analyst, Associate Director of People Operations and VP, People & Culture. We are also in the process of Hiring a part-time People & Culture Coordinator.

 

Position Details

The People & Culture Generalist implements the activities supporting employee experience during all facets of the employee life cycle, with an emphasis on recruiting. They will serve as the business partner for the equivalent of half the organization, providing comprehensive support in the administration of human resources policies and programs

This position, along with the rest of OPB’s People & Culture team, keeps racial equity and inclusion central to our work. An equity and inclusion filter serves as the framework, and through this we can drive institutional and cultural change. We are learners in this space and People and Culture is a key leader in OPB’s equity journey.

 

Responsibilities

40% – Implement the activities supporting employee experience during all facets of the employee life cycle.

  • Attraction –
    • Collaborate in the continuous development of sources, our website, participate in job fairs as needed, evolve positions as needed prior to recruitment starting.
    • Recruiting – see recruiting in next section.
  • Onboarding –
    • Schedule and facilitate onboarding process in collaboration with other Generalist.
    • Facilitate temporary employee processes.
    • Work to continuously improve processes.
  • Development/Retention –
    • Participates in delivery of employee retention programming around onboarding, learning and development and performance management. Keeps pulse on workplace culture.
    • Support managers in their ongoing learning to provide the best possible employee experience across OPB.
    • Provide outstanding customer services to employees and coach and/or lend support to inquiries around HR programs and policies.
    • Provide support to employees in assigned departments regarding employee relations matters. Escalate to Director as appropriate.
    • Administer leaves, benefits, ADA accommodations.
    • Serve on either the safety or security committees, providing insight and guidance from the employee experience perspective.
  • Separation –
    • Conduct exit interviews and other processes related to employees leaving OPB in collaboration with other Generalist.

 

50% – Hiring Processes/Recruiting

  • Utilizing an equity filter, conduct hiring processes from job description development to offer stage for targeted positions working closely with other members of People & Culture department to fill open positions. Provide ongoing feedback to team to keep hiring processes effective and efficient.
  • Develop and maintain relationships with hiring managers, panelists and leaders on assigned open positions.
  • Produce quality applicant pools and recommendations to hiring manager regarding keeping ADP WorkforceNow updated.
  • Schedule and facilitate interviews.
  • Facilitate interview question development and debriefs that support OPB’s equity work and strategic priorities.
  • Comply with all applicable laws and ensure hiring teams and panels understand process. Coaching and training as needed.
  • Checks references and makes offer in consultation with hiring manager and Director.
  • Creates excellent candidate experience including timely communication and updates on status.

10% – People & Culture Programs

  • Support special projects as the People & Culture department continuously aims to evaluate and update polices and processes that maintain our focus on employee experience and aligns with OPB’s strategic priorities.
  • Maintains knowledge of current federal, state and local laws to ensure organizational compliance and keeps updated on HR industry trends.
  • Serve as backup to other Generalist and their assigned departments as needed.

 

Working Conditions

Typically, this position spends the majority of time in OPB’s main offices, building relationships with our staff. During the pandemic, this position has worked remotely, staying in contact with our staff virtually. There is extensive use of a computer and typically this position would be at OPB during business hours (8-5, Monday through Friday), but will need to be flexible to be available to staff who work weekends, overnights, etc. Some regional travel to other offices located outside of Portland (Corvallis, Bend, Ashland, Salem, Vancouver, etc.) is needed. Attendance of national conferences and meetings as needed.

 

Minimum Qualifications

  • 2 years professional level HR Generalist experience.
  • Experience assessing and incorporating equity to HR programs and people policies.
  • Ability to participate in the equity and inclusion learning community as OPB continues to grow and transform.
  • Experience facilitating collaborative processes and must be comfortable with cross organizational collaboration.
  • Must be able to develop and implement effective strategies in hiring processes.
  • Demonstrated skills and passion for communication that builds community.
  • Ability to communicate effectively in writing and in person across a wide range of situations from large/small, external/internal stakeholder group conversations to sensitive one-on-one discussions.
  • Must be well-organized, detail oriented, and able to exercise management-level decisions independently.
  • Experience working with databases, spreadsheets, word processing and other software programs.
  • Knowledge of laws and regulations related to HR.
  • Ability to build trust and maintain confidentiality.
  • Enthusiasm for working in public media, and dedication to providing high-quality people centered HR services to a public service organization.

 

Preferred Qualifications

  • Bilingual in English and another language, preferably one spoken in communities in the Pacific Northwest (for example, Spanish, Mandarin, Cantonese, Vietnamese and Russian).
  • Project management experience.
  • Sourcing experience.
  • SHRM-CP or PHR.

 

Additional Information

  • This position reports to the Director of People and Culture and is benefits eligible.
  • The probable hiring range for this exempt position is between $55,000 and $65,000 annually, depending on qualifications.
