The Opportunity
OPB is hiring a Technology Operation Manager! We’re looking for a Technology Operations Manager whose approach to the work is centered on creating and refining processes that ultimately improve the experience of our staff in every interaction. Having a continuous improvement mindset, while at the same time balancing that with patience and empathy towards others when implementing changes, will be key to being successful in this position. The Technology Operations team will work closely with a Facilities team of 2. In this position, the Technology Operations Manager interfaces with various departments across OPB. You’ll have an integral role in helping shape the hybrid work experience for staff as well as for visitors. You’ll make a difference for staff, that in turn will help them continue to place their focus on creating and distributing quality content to contribute to OPB’s mission of giving voice to the community, connecting Oregon and its neighbors, illuminating a wider world.
Position Details
The Operations Manager provides purchasing oversight and management to OPB’s daily Technology operations. This position’s core responsibilities include acting as a key interface between the Technology, Finance and Legal departments, managing purchase order (PO) processes, and, sourcing and managing contracts and vendors. The Technology Operations Manager supervises various administrative functions for the organization, including front desk and mail functions. This position contributes to developing, maintaining, and improving equitable departmental and organizational processes. The Operations Manager supervises the Technology Operations team members.
Supervises
Technology Operations Coordinators
- Supervises staff and spends about 20% of their time in that capacity.
- Provides direction, approves work; responds to grievances; disciplines/rewards; recommends hiring; hires; recommends salary adjustments; and prepares and signs performance reviews.
Responsibilities
50% – Purchasing + Contracts Management
Responsible for supervising the Technology Department’s purchasing and contract programs, ensuring alignment with organization and department strategic priorities. Develop long-term goals and action plans to ensure smooth operation by recommending, planning, designing, and analyzing how to deploy processes and systems that foster efficiency and meet compliance requirements.
Purchasing
- Responsible for developing, managing, and improving departmental purchasing processes, including applying systems thinking to deliver cost-efficient, user-friendly processes that align with industry standards.
- Develop and ensure departmental understanding of equitable purchasing and procurement standards and compliance.
- Collaborate with finance, legal and other internal and external stakeholders.
- Serve as administrator for the purchasing system, Zeus.
- Trains new users on the purchasing system.
Contracts
- Manage and negotiate contracts in partnership with other departments.
- Manage departmental vendor contracts, ensuring compliance with federal and state regulations, grant requirements and OPB guidelines, including the vendor onboarding program.
- Provide input for a Technology-based and proactive vendor management policy
Manage complex leasing program for 80+ broadcast sites in the region.
30% – Technology Operations Support
- Oversee Technology Operations involvement with legal team to ensure the Engineering related activities related to Federal Communications Commission (FCC) filings feeds into the OPB FCC processes.
- Provide operational support as needed to the Technology Operations Director and the Technology department
- Supervise all mail and shipping services for OPB
- Supervise the front desk experience for OPB.
- Seek and create opportunities for knowledge sharing and training across teams.
- Supervise OPB owned fleet vehicles and rental car programs in partnership with the Facilities Manager and Technology Operations Director.
- Other duties as assigned related to operations.
20% Supervision
- Lead team that fosters an environment of belonging and where diverse backgrounds, experiences, ideas and work styles are valued.
- Delegate work to team members and set priorities as needed.
- Ensure direct report(s) understand their role, goals and expectations
- Support the growth and development of direct report(s) offering coaching, recognition, and feedback to optimize performance and employee engagement.
- Keep team informed and aligned with department and organizations strategies.
Working Conditions
Most of the work will be in OPB’s main offices. Typical office environment, including use of a computer during regular business hours. This position could be hybrid with at least 50% of the time onsite.
Minimum Qualifications
- Six years prior administrative/office operations experience.
- Procurement or program management experience.
- One year of supervisory experience including team building, leading, and fostering a sense of belonging and supporting the growth and development of employee(s).
- Experience reviewing contracts and commercial leases.
- Experience in inventory management and sourcing practices.
- Experience writing, communicating and tailoring messages to internal and external audiences
- General knowledge of budget and budget creation.
- Self-motivated with the ability to follow through on assignments, complete tasks in a timely manner with minimal supervision in a dynamic work environment.
- Outstanding interpersonal and customer service skills required to assist others through difficult high stress situations in a positive, helpful manner.
- Ability to multi-task, follow detailed instructions and remain flexible to respond to continually shifting priorities.
- Analytical and critical thinking and review skills.
- Enthusiasm for the mission of OPB.
- Intermediate experience in MS Office suite of tools
- This position requires badge clearance in a highly sensitive data security area and must pass a background check.
Preferred Qualifications
- Experience with Lean inventory and sourcing practices
- Experience utilizing SharePoint
- Experience managing ongoing leases
- Experience in a Technology department with knowledge of its operations and responsibilities.
- Project management experience
Additional Information
- This position reports to the Technology Operations Director, and is benefits eligible
- The probable hiring range for this nonexempt/exempt position is between $72,500 and $82,500 annually depending on qualifications

- This position has access to highly sensitive data and therefore must pass a background check.
- This position requires a valid driver’s license and will require consent to OPB conducting a driving record check. Employees will not be allowed to use a company or personal vehicle for work purposes without completion and satisfactory results of this check.
